FCC plans to Improve Broadband Access in US

The Federal Communications Commission is working out on a comprehensive plan to improve the broadband access as well as efficiency across the US.

In line with other government agencies planning to give stimulus aid of $7.2 Billion for broadband deployment, the Federal Communications Commission (FCC) started the procedure of developing a comprehensive strategy to improve the broadband access throughout the US, as reported by cnet.news.

The US Department of Agriculture and the National Telecommunications and Information Administration will administer the distribution of $7.2 Billion broadband stimulus aid. This distribution will be carried out in three phases; the first phase is occurring between April and June while the final phase will have been occurred by September 30, 2010. 

The FCC has approved a notice of inquiry that will seek comment on a wide range of issues affecting the deployment of broadband from various parties throughout the US. Under the American Recovery and Reinvestment Act, the commission has to think upon these issues and develop a nationwide broadband plan until February 2010.

The notice of inquiry will also seek comment on various issues such as efficient and effective ways to ensure nationwide broadband access, defining and measuring portability, reasonable cost and high quality services, and the effects of broadband program on the global service programs.

The FCC’s process also includes addressing key issues such as the most efficient and effective ways to guarantee broadband access to all residents of the US. Besides this, the FCC will focus on plans to attain affordability as well as to maximize the utilization of broadband services and infrastructure. The process also includes the evaluation of broadband deployment status and the progress of associated funding schemes. 

The commission will also try to find out solution to the issues relating to the use of broadband to improve consumer welfare, public safety, homeland security, public participation, health care delivery, community development, energy independence as well as efficacy, training of the workers, education, entrepreneurial activity, private sector investment, employment opportunities, economic growth, etc.

According to a Research Analyst at RNCOS, “The broadband plan should be both technologically and competitively unbiased. It should not prefer a particular technology or service provider over other. The FCC should not engage in policy-makings which give rise to abnormal regulatory arbitrage; thereby, scaring away the investors. Moreover, the commission should also ensure that service providers are capable to repay the investors.”
